Using a ruler, cut a straight line through half of the tree skirt, starting at the center back, up to the center. Cut out the circle as well for the center opening of the tree skirt.
Cut 3 strips for ties from binding fabric, 1 1/2 “x WOF. Cut into 6 pieces 1 1/2” x 15 “. Fold short ends of each strip 1/4” to the wrong side and press. Fold each long side of the strip in towards the wrong side 1/4“ and press. Fold the strip in half long ways and press. Sew around all four edges just inside the edges, sewing all openings closed. Repeat for all six ties.
Measure down 1/2” from the circle on the open straight side and pin a tie on each side of the tree skirt top with the edges of the ties lining up with the straight opening. Repeat for another set of ties 1/2“ from the bottom edge, and place another set in the center of the straight opening. Baste the tie ends in place. Cut binding fabric into 8 strips, 2 1/2” x WOF. Sew together strips end to end to create double-fold binding. Bind the tree skirt starting on a straight side, working around all sides, up towards the center, and back to the starting point. Be careful not to catch anything but the ends of the ties in the binding.
